Methodology

The project methodology follows the phased approach established under the UNFCCC Cancun Agreements, in which REDD+ progresses from strategy and capacity development to implementation and finally to results-based actions that are measured, reported and verified (MRV). The project also takes into account the Paris Agreement, NDCs and carbon-market mechanisms.

The methodology includes:

  1. Assessment and planning – reviewing existing feasibility studies, forest information, carbon data and project documentation.
  2. Carbon accounting and baseline development – establishing the necessary carbon-stock information and reference levels for carbon projects.
  3. Project development – developing and structuring potential IFM and ARR carbon projects.
  4. MRV development – establishing systems for credible, transparent and verifiable carbon data.
  5. Technical and institutional strengthening – hiring specialists and training departmental staff.
  6. Community engagement – awareness raising, consultation and incorporation of safeguards and Free, Prior and Informed Consent (FPIC).
  7. PPP procurement – preparation and management of EOI, prequalification and RFP processes, followed by technical/financial evaluation and contract finalization.
  8. Carbon-market development – establishing policy, legal, institutional and digital mechanisms required for carbon-credit generation and marketing.
